Elm Ridge WCID contracts with other local government entities to deliver water to the district. Our district purchases its wholesale water from https://www.utrwd.com/Upper Trinity Regional Water District. In addition, the district contracts with https://www.mustangwater.com/Mustang Special Utility District for maintenance, operations and billing for ArrowBrooke and Savannah. Elm Ridge WCID has entered into an Interlocal Cooperation Agreement with the City of Celina for water operations and billing for Artesia residents.
Are we under any Drought Restrictions?
All of Elm Ridge WCID are currently under Stage 1 Drought Restrictions. Outdoor watering is only permitted twice per week on your scheduled date, between 6 PM and 10 AM.

Elm Ridge WCID is part of the Upper Trinity Regional Water District’s service area. This is one of the fastest growing areas in the country, and the rapid population growth creates a rapidly increasing demand for water.
UTRWD is working on several new water infrastructure projects to increase the available supply. Unfortunately these projects take a long time to complete, making water conservation even more important.
Here are some free resources that we recommend residents use to help conserve water:
Water My Yard
Water my Yard is a free tool that will send weekly emails detailing how much to water your lawn, . The tool uses expert knowledge of plant needs and local weather data to determine how much watering is appropriate for your lawn.
Saving Water Outdoors
Did you know that during the summer, 50-80% of all water is used outdoors? Read more on how to conserve water outside, especially during the warmer months.
How Much Water Do You Use?
The Water Calculator estimates household water use, and compares your home to both a typical household and an efficient household in your zip/postal code. The calculator also estimates your carbon footprint from hot water consumption, and helps identify specific strategies for improving overall household water efficiency.
